Tricky Dick's Fright Nite

Yesterday, City of Pensacola CFO Tricky Dick Barker explained to Council how the sky was falling, the earth was crumbling, the zombie apocalypse was upon us, and Satan was coming to council (well... that last one is happening) over the Local Option Gas Tax allocation from Escambia County which is based on HIS CAFR.

He explained that the City will receive $1,000,000 less than previous years.

The numbers in the CAFR are his responsibility.  He puts his financials together.  This is like the error he made years ago that cost the City millions.

Well Dick, here is a solution to your problem.  A million short?  Let me find it for you.

His recommendation for the City to "bond" the money is a laughable empty threat towards the Escambia Commission. No bank can or will "bond" (loan) the City the millions because the City isn't legally entitled to the income stream. The County is in the driver's seat on this.

Where is the City Attorney?

"Barker proposed undertaking a city-wide resurfacing program to be funded with the bond issuance. The program would see roughly $14.2 million spent in three years to resurface dozens of roads throughout the city. Barker estimated that the program would effectively cram 10 years worth of resurfacing projects into three years time.

"We might get some complaints with so many projects going on, but just think how your roads are going to look in three years," Barker told the council."

Let's see...
1) County doesn't want to give as much gas tax money as Ashton and Dick want for city roads
2) Dick figures a way to force them to, by borrowing a bunch of money and invoking state law
3) Flush with borrowed money and unwillingly given county money, we pave a lot more roads than we actually need

Golf course $100,000? Golf course? Really? So...if I wanted to take up golf, I can play on that course for free? You know, since my tax money is subsidising it and all...

Barker is a survivor. He's doing exactly what Hayward wants him to do. Forget ethics or common sense. Just do what you're told. Otherwise you'll be fired.

Dick Barker IS correct about the upcoming financial crisis, but he is lying about the cause of the crisis. The sky will fall, the earth will crumble, zombies will rule Gallery Night, but not even Satan will want much to do with the city of Pensacola.

The cause of this crisis will be the variable-rate mortgage that Tricky Dick dreamed up to finance Studer Stadium. The city "postponed" five years of mortgage payments to make it appear that the city can absorb the cost of a baseball stadium without batting an eye. But the real loan payments (over $3 million per year) will kick in sometime in 2017, with an additional five years of interest added to those payments.

Dick Barker, P.C. Wu, Mike Wiggins, the News Journal, and especially Quint Studer told us over and over again that a baseball stadium was going to pay for itself and even make a profit. All of those five-story office buildings and ice cream shops were going to pour millions of tax dollars and leasing fees into the city's coffers. Barker's five-year reprieve was supposed to give developers enough time to build all those buildings. It's too bad that no developers wanted to fall in line with that scenario.

The devil will have his due in 2017 and Dick Barker knows it. Now he is scrambling to cover his tracks. Street paving? Really? Since when have these guys worried about street paving? And why does ten years of paving have to be crammed into three years?

Let's not forget about the pending lawsuits and the lawsuits sure to come! Maybe the taxpayers will finally get tired of paying million$ to fund past and future political campaigns through lawyer's fees. Watch Hayward run for office in the future and have all of these local attorneys and their family members "contribute" to his next level of political corruption. Yes, Uncle Bob is the mastermind of this scheme. I personally hope that the city goes bankrupt because of the apathy!

Why doesn't bankrupt, former clothing sales clerk, best friend to the mayor's wife "average" photographer resign immediately?!!! Or is she still too busy telling 7th floor secrets to a an attorney on Palafox?

Everyone knows about the corruption in Pensacola including the States Attorney yet no one does anything but complain. It's like Ashton, Barker and the rest of his crew become more brazen every day because they know they can get away with anything. His is why Hayward walks around like an arrogant little punk.

The legal fees are a "win-win"! The attorneys win because they become wealthier daily due to the city hall screw ups. Ashton wins because regardless of how incompetent everyone knows he is, he has a hedge of corrupt people with money and in powerful positions protecting him. His entire administration has been marred with corruption that EVERYONE sees but those who care can't seem to do anything about it.
