Ooops! Brian Spencer Caught in an Ethical Catch 22

In a subtle moment in the last Council meeting, Council voted on a lease modification for Marina Management.  The item passed 5-0. JOHNSON AND SPENCER ABSTAINED.

You see, Marina Management is a Company owned by their business partner Ray Russenberger.

Larry B. Johnson has been consistent in not voting on his business partner's matters before the Council either by absence or abstaining.

Brian Spencer...not so much!

On January 14, 2016, Marina Management requested to assign its existing license to use the right of way for the Oar House restaurant.  The motion passed 7-0 with Council member Johnson absent for the vote.  SPENCER VOTED FOR IT!

On March 13, 2014, the City Council voted 6-0 to approve the assignment of the lease of the Harbormaster Building property on South Palafox from Harbourmaster Building LLC to Downtown Property Group USA LLC.  JOHNSON AND SPENCER ABSTAINED

Brian Spencer...Ethics violation?  Would anyone be even remotely shocked?

It could be that the so called "ethics training", which came about as a result of ex-Planning Board member Scott Sallis' admitted violation last year, has had an impact.

Nothing new here...Spencer has been showing husband true colors for a long time. It's beyond belief how anyone would vote for him to be on anything. I wouldn't trust him to be student body President of a middle school let alone on the City Council. Anyone who would even consider this guy for mayor needs to have their head examined. He's the one council member who could likely make us forget how bad Hayward was as mayor which is a tall order! (Pun intended for the verically challenged Spencer)

Ethics? Every board seems to have members doing business with the city. Nobody notices, out loud.

The ARB board guarantees a city deal as long as the members go along with the staff recommendations.

Some of them have been "serving" for years.

Want to talk about ethics? Why did the City Administrator physically move a planning department employee to his office and then gave her a $20,000 raise? I called to request public information about this raise and was RUDELY informed by someone named Judy he was in meeting with guess who, the planning department employee! So I called HR and asked to speak with the Human Resources Manager and was told he was busy at the fire department, maybe he was scrubbing records or "misplacing" files.

There seems to be a lot of interest in the fire department by the HR Manager and the City Administrator these days. They suddenly see the need to "visit" fire stations when they never did prior to the Chief's suspensions. Now they even take time to have lunch with firefighters discussing the NEW direction and NEW leadership of the department. Wonder what kinds of deals are being made behind the scenes? Afterall, someone has to be promoted to fill the NEW vacancies created once the Chiefs are finally terminated. Ethics violations are just a part of every day business under the Hayward administration.

Where's PNJ on this issue? Amazing how two city employees get drug through the mud without evidence of any wrongdoing but an elected official with a history of ethics issues flies under the radar. At this rate he will be unquestioned front runner for mayor

This guy is corrupt as the get! Talk about the fox guarding the hen house. Please wake up Pensacola, we can't continue to elect proven self-servants and then expect the State Attorney to do his job. That hasn't happened yet! Unless you want more of the same type of governance that we've had to endure over the past 6 years, the word needs to go out about people like this. I'm so tired of hearing "he's a good guy". Look at their body of work. This guy only votes in favor of the mayor and his own business interests.

If you have too many conflicts of interest to vote in behalf of our district 4,its time to get out. I'd you run for a position on city Council where you're elected to listen to the freak show that is the realness of Pensacola, get out. One meeting a month and the apathy of leaning back and staring at the ceiling is not doing a damn thing for district 4. Please let this next election cycle bring out the best of district 4.please.
