Hayward Should Fire Fountain!

“Last week, I received the disappointing news from the State Attorney’s Office that Bill Reynolds chose to leak a confidential employee complaint. The wellbeing of the City’s hardworking employees is one of my top priorities. Mr. Reynolds’s actions violated this sacred responsibility. This is unacceptable to me."

These were the words issued by the Mayor when Bill Reynolds, former CAO, leaked information regarding an employee HR issue.

Questions for the Mayor:
  • Is the Airport Director an employee?
  • Is the written reprimand (threat) of the Director by the COO a confidential employee matter?
  • Is the wellbeing of the employee's a top priority?
  • Did Fountain leak this internal City matter outside the City processes?
  • Did Tamara Fountain violate this sacred responsibility?
  • Is this now acceptable to you?
How can the Mayor possibly justify this breach of the employee's trust in the process?

Fountain must go.

Fountain Discloses HR Matter Outside City Channels; Reynolds Was Fired for the SAME THING

After threatening the job of the Interim Airport Director at 6:44pm on a Friday night, COO Tamara Fountain can't wait to show outside marketing contractor Chip Henderson of Emagination Unlimited how she is threatening the Director's job.

At 6:46pm, two (2) minutes after ripping into the Airport Director for "insubordination" for using the City defined chain of command, Fountain forwards her entire threat to Henderson.

This is wrong!  Will this act be tolerated by the Mayor??

  • Work around you?  He worked for Barker.  That was his boss?  He asked to speak with his boss.  But it appears his boss works for Fountain.
  • The Airport is an ENTERPRISE.  Why should it report to City staff?
  • Let me hold being fired over your head on a Friday evening at 6:44PM.  Basically, I own your future and I'll decide if you have a future.

Marketing Contractor and COO Restructuring Airport in Private

Surely, you misread that headline.  Nope.  A marketing contractor gets to decide who stays and goes at the Airport.

The fate of the professional careers of the Airport administrative staff is at the whim of a local ad firm and the Real Mayor from Navarre Tamara Fountain not the elected Mayor.

In another whiny email to COO Tamara Fountain, Ad boy and Secret Airport Director Chip Henderson of Emagination Unlimited discusses how he wasn't included in a negotiation between the Airport and Hangout Fest. He had his feelings hurt and says he looks like a fool.

At the end of the email below Chip Henderson states to COO Tamara Fountain:

"As we explore the new structure at the airport and how some admin positions change or eliminate, customer service is the area that we should beef up."

Really?  Read that again... AS WE EXPLORE THE NEW STRUCTURE AT THE AIRPORT AND HOW SOME ADMIN POSITIONS CHANGE OR ELIMINATE, CUSTOMER SERVICE IS THE AREA THAT WE SHOULD BEEF UP.

Questions and Comments:
  • Where is airport admin staffing in the ad boy's marketing contract?
  • Why would the COO discuss changes in personnel with any contractor?
  • Is it proper to discuss employee HR issues with the marketing contractor?
  • Is this a marketing issue when it deals with people's livelihood?
  • Would any attorneys for potentially terminated or restructured employees like  this evidence for your wrongful termination suit?
Airport employees, union leaders, City HR manager, heck...Mayor Hayward, did you intend for your ad flunky to evaluate and restructure your airport through hiring and firing people with the COO, Tamara Fountain, or... just place some ads in Travel & Leisure?

Somebody should sue these people.

I was never told that there was a signed, executed agreement already in place. I asked about it today as I was curious when we met with Sean… It seemed as if there were several communications I wasn’t involved in.

Ideally, I would have narrowed down our promotional window, increased and defined their responsibilities to/for us, and added more VIP tickets.

In today’s meeting, I attempted to discuss specific details that Allison called out to me as issues with transportation but she kind of backpedaled them today. Furthermore, Allison and I spoke of having the VIP room in the conference room hall as it worked better (with the exception of no refrigerator) and she changed it back to the main conference room today… In general, I don’t have problems with changes, but she made it look like we had never discussed these items prior—I felt like a fool. Dealing with the hospitality area means guests have to go through 2 locked, controlled doors, which I don’t care for as well.

Allison said she was short-staffed with CSS agents currently and that the ones she does have are concerned for their jobs. They all are aware of the new TSA exit lane changes and have questioned whether or not they will continue to have jobs. She stated Dan has never informed her or them. I hate to have their morale so low regarding their job security but also know that we need to have customer service reps at the airport (if not now in the future). As we explore the new structure at the airport and how some admin positions change or eliminate, customer service is the area that we should beef up.

  • The Airport budget has FEDERAL restrictions on what can and can't be charged to the Airport.  Does any FEDERAL organization need to start reviewing airport finances?

Local ad boy Chip Henderson has been running your airport for some time now.

 
In a public records request I noted that Henderson, who has no known experience in airport operations, is involved in every decision at Pensacola Intergalactic Airport.

In the email at the link below, Interim Airport Director Dan Flynn briefs City Engineer Derrik Owens, Tamara Fountain, Big Hair Rebecca McClellan and ad boy Chip Henderson, a marketing contractor, on the new passenger exit project.

The meeting regarding the redesign of the TSA Exit Lane is next Thursday (March 19) at 1pm, prior to our other meeting regarding crisis communications.

This meeting will focus on the artwork for the glass panels. Dan doesn’t want to go through the current vendor for monitors as the cost will be higher than him going direct with another vendor. My only concern is that he is meeting directly with that vendor and may not understand the value of ‘commercial’ quality versus ‘consumer-grade’ in terms of cost and overall lifespan.

Based on these emails, I have the following questions:
  1. Why is the local ad boy with no airport operations experience involved in an airport security issue at all?
  2. How are any of these issues marketing related matters?
  3. Is the City charged for Henderson's time on non-marketing related activities such as passenger exit lanes?
  4. Why is he such a whiny snitch when Flynn is trying to meet a goal on a budget for the taxpayers?
  5. Why doesn't Henderson have the guts to copy Flynn on his whiny email?
  6. How long is the local press going to pretend Derek Cosson and Tamara Fountain didn't lie to them in December that Cosson resigned?
  7. What does Derek Cosson have to do with any airport matters other than as Tamara Fountain's flunky?
  8. What does Rebecca McClellan have to do with any airport matters other than as Tamara Fountain's flunky?
  9. Why does Tamara Fountain have anything to do with the Airport at all, I believe the City Org Chart has the Airport Director direct to the CAO and the Airport has it's own marketing staff?
I will be digging into this matter deeper over the coming days.

Oops! Rental Residential Property Not Allowed at CMP.

The plan put forth by CBRE and the Miami dudes does not appear to comply with the New Market Tax Credit (NMTC) requirements.

As part of the Credit Agreement between CMPA and CTA CDE Sub 1, LLC the CMPA must abide by the NMTC requirements which state:

Addendum A: New Market Tax Credit Program Addendum to Credit Agreement
A. Additional Representations and Warranties

9.  Each tenant and subtenant of any commercial units within the Property is and shall continue to be engaged in a Qualified Business and no tenant or subtenant of any commercial units within the Property conducts any trade or business consisting of the operation of.......... (viii) rental of Residential Property

BOMBSHELL ALERT

Beginning Monday I will be sharing the results of a recent public records request which should shed a lot of light on what is really going on in Pensacola and some of the backroom operations and deals being done around town.

I will detail:
  • how the senior City staff was fully briefed on the CBRE MOU before it went to CMPA
  • who is secretly running Pensacola International Airport
  • how much marketing waste and abuse is passing through the airport budget
  • who is on Quint Studer's "design committee" for his downtown housing project
  • a new DOD contractor that could be coming to Pensacola
  • how Derek Cosson is still intimately involved in City operations despite resigning at the end of 2014
  • how Cosson, COO Tamara Fountain and Big Hair girl Rebecca McClellan appear to attempt to communicate to avoid their emails popping up in records requests.
  • how COO Tamara Fountain rules over department heads through threats and intimidation
  • how City staff screwed up the Firefighters Pension amendment in the Florida legislature
  • how HR "Administrator" Ed Sisson and COO Tamara Fountain are secretly already making fun of new City Attorney Bowling
  • what the City's Washington DC lobbyists are working on
  • how many City staffers it takes to "inform" COO Fountain about every request she gets
  • how the Airport marketing contractor is working with COO Tamara Fountain to secretly restructure the Airport staff
  • how the Airport administrative staff should expect to be "restructured and eliminated"
The biggest discovery is a document that should result in the immediate firing of COO Tamara Fountain based on precedent for the exact same situation that resulted in the termination of City Administrator Bill Reynolds.

The following quote made by the Mayor concerning the termination of Reynolds will come into play as to whether the Mayor is consistent, truthful and truly demands the wellbeing of the City's employees from his staff.

I am not a land use expert.  But the CBRE / Miami Dudes Proposal says they want up to 200 "boutique residential" (read CONDO UNITS) on the site.  Notice the way they combine the acreage.
 
The two parcels they want are parcels 7 and 8.
Parcel 7 (next to Nicks) - 1.66 acres
Parcel 8 (where the museum was) - 1.43 acres
 
 
Below is the waterfront redevelopment district guidelines referenced in the RFP:
 
 
Multi-family Residential at a maximum density of 60 dwelling units per acre.
 
So lets do some math.
 
Parcel 7 -1.66 x 60 units = 100 units (so they could do 100 there)
Parcel 8 -1.43 x 60 units = 86 units (Not gonna get to 120 units here)
 
Don't think we can get to 200 units on both parcels. 
 
The RFP response states parking under the structure with units on top.
 
Are they aware that the Waterfront Development District has a building height cap?

The PNJ and Rob Johnson are Terrible. Does Anyone Check Facts?

In today's CBRE article Rob Johnson states:

"By a 9-2 vote, the park group ceded the decision-making authority on the deal to the City Council, where Hayward casts the decided vote as mayor."

The PNJ Editors in Nashville are clueless.

Even when you point it out to Rob and the PNJ, they don't care that they are wrong.  Just keep pushing ads.  PNJ Marketing Solutions.

The National Enquirer has as much accuracy.

Spring Break - Seventh Floor Style

A couple of questions:
  • Has she been on spring break for 2 weeks? The official excuse this request hasn't been completed is because she has been out. Since I only requested a few emails she must have been out the whole time as it would only take a few minutes to review them.
  • She wouldn't be slow rolling me would she?
  • How many people put in their email that if they need immediate assistance please contact my BOSS the City Administrator? 
  • Or is he her boss?
  • Press inquiries to Rebecca McClellan?  Is she paid out of the Mayor's budget or the Airport budget? 
  • Does Mama Bear decide where Baby Bear is charged to?
  • Go BIG Hair or Go Home. What is up with that?
  • Has Tamara been in Miami meeting with CBRE?
