Hayward Conduit to Rick Scott for Gaming

In the letter at the link below, a New Jersey slot company thanks Mayor Hayward for his intro to Florida Governor Rick Scott and attempts to get Hayward to do it again for another gaming company.

Bare - NO; On the record as wanting a one year extension
Pratt - NO, a guess based on Merrill - Benson relationship
Wu -  YES, Whatever the Mayor says; expect a new charter and powerless council speech.
Cannada-Wynn - YES, based on past vote.
Johnson - YES, based on past vote
Myers - NO, based on past vote

So 3 yes and 3 no

That leaves Terhaar and Wingate.  Well lets look at who backed Andy.

That means that Wingate may hold the deciding vote.  Here is where I have to chuckle.  Who will Wingate go with, the Mayor or the King maker?

ESP (I refuse!) Identifies Customer in Road Closure Notification

I have never seen any utility identify a customer, in this case the business owner not even the business entity, by name in a road closure notification. 

"Arbutus Drive will be closed on Monday so Bill Johnson can have his gas line repaired."

Shouldn't Buswell call Mrs. Hayward's agent for modeling gigs?

There are a few organizational things we need to do keep Mrs. Hayward in the loop.

The project calendar that we currently send Mrs. Hayward should be discontinued. She prefers for us to send her a calendar in its place. The calendar should have all appointments for The Mayor (solely) and The Mayor and Mrs. Hayward (as a couple) on a quarterly basis. Anything that Mrs. Hayward is invited to or attending should be highlighted. This calendar should be updated and resent on a weekly basis. Please send the calendar to her yahoo account.

Separately, we want to get the Mayor in the habit of bringing any correspondence or invitations that he receives at the house to the office for you to calendar. This allows us to respond properly and keep Mrs. Hayward in the loop. Also, we want to make sure that we copy Mrs. Hayward on any correspondence, event, or invitation where she is serving as a chairperson or hostess. We want to make sure she is in town or sends proper regrets in the event that her work conflicts with an event she is associated with.

THE SHADOW GOVERNMENT - Local Officials Personal/Business Emails Used for City Business

For two years, I have been obtaining public records that indicate that a significant amount of Pensacola City government business is actually conducted on personal/business email accounts outside of the City servers which keep records to comply with Florida Sunshine requirements.

These personal/business email accounts are only discoverable should the person being questioned CHOOSE to provide them.  We know that Brian Spencer, John Asmar and the Mayor have refused to provide them.

I have shown this to the SAO numerous times yet they refuse to do anything but warn the City against this. Maybe the SAO's own version of Click it or Ticket!!

Well, below is a list of all personal/business emails I have seen and documented conducting City business without any retention enforced or required by the City. I will update this list as more are discovered.

The Partisan NonPartisan Mayor

Welcome to election year! 

The Mayor of Pensacola is a non-partisan role.  He/She is the Mayor of all the people.  He/She needs to work with anyone in Tallahassee on issues effecting the City.

Mayor Hayward, however, has firmly chosen where is allegiances lie.
  • Openly campaigned for Mitt Romney AS THE MAYOR
  • Openly associates himself with Governor Scott
  • Openly attends Republican Party of Florida events
With the exception of taking Democratic campaign donations, the Mayor clearly has tied his wagon to the Republican Party.

But what if Charlie Crist is elected? Do the Citizens of Pensacola lose because Hayward was so blatantly Republican.

Below is the Mayors email and invite to the RPOF Fly in last year.  He forwards the email from a personal account to a City employee, thereby involving a City employee in a political (Republican Party) process. How much City taxpayer funded staff time has Hayward spent on partisan STATE politics?

If Bare Runs, Eliminate the At Large Seat 2 Years Early

Charles Bare has pre-filed to run for Mayor.  As a sitting elected official, when he qualifies for the race he must "Resign to Run" under Florida law.

With the seat being eliminated in 2 years anyway, why not save the trouble and the cost and eliminate it early?

If not, Council will be left with 8 seats.  Even numbers don't work.

Facts and Opinions Regarding the CMP and the CRA

The further the City moves from the referendum on the Community Maritime Park, the more people forget why the park was developed and what was promised to the Citizens.  They also tend to forget who is responsible for backing out on their commitments that the CITY relied on in moving forward.

As new leaders step into roles, it is important that history not be revised and the remaining promises made are kept.  I want to share the following regarding the CMP and what the City approved.

Facts and Opinions Regarding CMP
  • The park itself was NEVER meant to cover its debt service.  The CRA bond issue was to be repaid by recurring CRA revenues and the increased CRA revenues that the Park would create in downtown growth.
  • The park was never meant to be a massive high rise complex of condos and apartments only to have a few upstairs units over shops similar to on Palafox.
  • The City does not have a pool of current businesses that could afford the high cost office space that towers would provide without causing vacancies in current downtown office spaces.
  • If the high rises are residential, Pensacola history has shown that promises of 24 hour access to non-residents evaporates as the development progresses.  PORT ROYAL IS A PRIME EXAMPLE.
  • Developments in the downtown core were the means to new CRA revenues.   Quint Studer's recent PNJ purchase and redevelopment concept is exactly that type of investment.
  • Building heights just across Main Street are not limited to 60ft, meaning the ECUA property is the prime location for a mixed use high rise development that uses the CMP as a catalyst.
  • Quint Studer has met every commitment he made to the City regarding the CMP and more.
  • UWF and specifically, Dr. Bense are the primary parties that reneged on their commitment to the Park (Maritime Museum and Conference Center)
  • Bense has gotten a free pass on reneging on the University's commitment from the press and the Downtown Elite who promoted the Park.
  • The CMPA board was way too large for the purpose and in its desire to be inclusive got mired down in management by committee that resulted in delays and missteps.
  • The Master Developer fiasco and the corresponding lawsuit held up any mixed use prospects for YEARS.
  • All of these factors were magnified by the recession.
  • ECUA had a buyer for the ECUA property who was willing to pay over $7 million in cash for the property.  But Downtown elites insisted he detail all of his plans before he would BE ALLOWED to purchase the property.  He left. Now the property will sit vacant for more years.
  • The City has failed terribly in attracting paying events to the CMP and its Amphitheatre.
  • Since the Mayor paid for Charlie Daniels to play at the Amphitheater, no major act has played there.
  • All of the not-for-profit groups that came at the encouragement of the CMPA to lobby the CRA/Council for the EXTRA $500,000 needed to finish the "back of house" for the amphitheater have mysteriously disappeared and also reneged on their expressed "intent" to use the amphitheater after the CMPA wasted that money.
  • The City could encourage the use of the CMP by merely making the permit fees at the CMP low and making permits for other City parks such as Seville Square PROHIBITIVE or off limits, HOWEVER
  • Events at the CMP are problematic due to lack of access to shelter in case of bad weather, lack of shade for hot summer events and the long distance Citizens with mobility issues have in transiting from available parking, even from the currently available surface parking to the waterfront.
  • Fixing many of these issues would require additional money but no funds remain.
  • Meanwhile our Mayor has continually marketed the Commendencia/Pitts Slip area for hotels, conference centers and mixed use at the expense of the CMP.

Condo Canyon Coming to CMP? Here we go!

They said it would NOT happen.  We promised the Citizens it would not happen before the referendum.  But it looks like another promise about the CMP is about to be broken.

CMPA Trustee Mark Taylor attended the planning board meeting December 10, 2013 and asked the planning board to change the maximum heights at the park from 60ft to 120ft.

THE AMENDMENT PASSED!!!  

During the entire referendum process the Citizens were promised that the Park would not turn into a condo canyon where only the rich could afford to go.

It was the peoples park.

So how tall is 120 feet?  The City's wiki page states:

"Pensacola does not have a prominent skyline, but it does have several low-rise buildings. The tallest is the 15 floor Crowne Plaza Grand Hotel, which stands at 146 feet. Other tall buildings include the Scenic Apartments (98 feet), SunTrust Tower (96 feet), Seville Tower (88 feet), and the AT&T Building (76 feet)."
